Meet your İYS obligations

Prepare your İYS consent file in Mailsoftly, report opt-outs within three business days, sync the İYS opt-out list back, and mark lists as tacir or bireysel.

Anyone sending commercial electronic messages to recipients in Türkiye is required to record consents and opt-outs in İYS, the national message management system. Mailsoftly does not take that duty off your hands, and the screen says so in plain terms: Mailsoftly is not directly integrated with İYS, you upload the files to İYS yourself, and the page is not legal advice.

What Mailsoftly does do is turn the data you already hold into files in İYS’s official bulk format, count which opt-outs you have not reported yet, read back the opt-out list you download from İYS, and let you classify your lists as tacir or bireysel. This guide is written for a Turkish workspace and keeps İYS’s own vocabulary, because that is what the screens and the files use. You will find the panel, learn what ONAY and RET mean, pick the right consent source code, follow the three business day clock, and see why recipient type marking is admin only.

Open the İYS panel

Open Compliance from Settings. The page is organized by the regions you send to: two top level groups, North America and Europe, with the countries inside the active group underneath. Türkiye sits under Europe, and the tab names both regimes it covers, İYS and KVKK. Typing İYS into search takes you straight there.

Three counters sit at the top. Sendable contacts counts contacts that are not trashed, have an email address, and have not opted out of campaigns, which is exactly the audience the consent file will contain. Unsubscribed counts every address that has opted out of commercial mail, whether globally or from campaigns only. Marked as tacir counts the contacts you have classified with that recipient type.

Note

The panel itself opens in every interface language. The İYS shortcut in the contacts menu and the pre-send opt-out reminder appear only when a user runs the Turkish interface, sits in an Istanbul time zone, or has a teammate who runs Turkish. On a Turkish workspace, Compliance already opens on the Türkiye panel by default.

Download the consent file and upload it to İYS

The first step, Register your contacts with İYS, exports your sendable contacts as ONAY records. ONAY means the recipient has agreed to receive commercial electronic messages, and that is how İYS records it. Do not translate the word away: it is the value that has to appear in the file.

Open Options and two fields appear. List defaults to All contacts; choose a single contact list and the file contains only the sendable contacts on that list. Consent source is the İYS izin kaynağı code, your legal statement to İYS about where the consent was collected, which is why Mailsoftly never guesses it for you. If you collect consent through a web form, leave the default HS_WEB. The other codes in the list are HS_FIZIKSEL_ORTAM, HS_ISLAK_IMZA, HS_CAGRI_MERKEZI, HS_SOSYAL_MEDYA, HS_EPOSTA, HS_MESAJ, HS_MOBIL, HS_EORTAM, HS_ETKINLIK, HS_ATM, HS_KARAR and HS_2015. Pick the one that matches where the consent actually came from; leaving a contact out of the file is safer than filing the wrong code for them.

Press Download consent file and the file is written in İYS’s official bulk permission format: no header row, and columns in the order channel, consent source, recipient, status, date, recipient type. For email every row starts with EPOSTA, the status column reads ONAY, and the recipient type column reads BIREYSEL or TACIR. Dates are converted to Istanbul time and written as year, month, day, hour, minute, second.

The consent moment is taken from the earliest created or subscribed entry in the contact’s audit trail. For older contacts added before that trail existed, the date the contact was added is used instead. That is a derivation, not evidence, so keep your original consent records: the burden of proof stays with you.

Once the file is downloaded, upload it on İYS Web’s permission upload screen at iys.org.tr. The step number turns into a check mark the moment you download the file, and the card shows the date of your last download. Read that mark carefully: it records that you downloaded, not that you uploaded. Mailsoftly has no connection to İYS, so only you know whether the upload actually happened.

Note

The Consent evidence report in the More section of the same panel is a different artifact from the İYS file. It answers who consented, when, from which source, and where they stand now, in one table, and it is the document a procurement or audit questionnaire asks for. Its timestamps use your own profile time zone, while the İYS files are always in Istanbul time.

Report opt-outs within three business days

The second step, Report opt-outs, exports every address that has opted out of commercial mail as RET records. RET means the recipient has withdrawn consent. Unsubscribed recipients must be reported to İYS within three business days, and this card is how you keep track of the clock.

The badge on the card tells you one of two things. If people have opted out since you last downloaded the opt-out file, an amber badge counts the new ones; if nobody has, it reads Up to date. If you have never downloaded an opt-out file, every opt-out on record counts as unreported, because the counter measures from your last download.

This card offers only the consent source, with no list picker: opt-out reporting always covers the whole workspace. Every row in the opt-out file carries RET in the status column, and the date is the contact’s global opt-out date, falling back to their campaign opt-out date, then to the moment the record was last updated.

Know one detail going in: the file you download contains every opt-out on record, not only the new ones. The badge counts what is new, the file gives you the full list.

Sync the İYS opt-out list back into Mailsoftly

The traffic is not one way. Your recipients can also withdraw consent through İYS itself or through another sender, and those opt-outs do not show up in Mailsoftly on their own. The third step closes that gap: drop the opt-out list you downloaded from İYS onto the card, or choose the file from disk.

The file is parsed inside your browser and never uploaded to a Mailsoftly server. Because İYS reports have no header row and their columns vary by report type, every cell is scanned, every address that looks valid is collected, and any row containing ONAY is skipped. That way a mixed permission report can never unsubscribe recipients who actually consented. You see how many addresses were found, then press Import.

Every imported address is unsubscribed globally, which removes it from campaigns and newsletters alike. If you would rather give recipients a finer choice than all or nothing, set up subscriptions as described in Design your preference center. If the address is not in your contacts at all, an opt-out record is still created for it, so nothing can be sent there later by accident.

Note

Work in this order: download and report your own opt-out file first, then sync İYS’s opt-out list here. Addresses you sync in become part of your own opt-out list, so they will appear again in your next opt-out file. Keeping the order stops you carrying the same record back and forth.

Mark your lists as tacir or bireysel

The Recipient type card in the More section classifies an entire contact list as tacir or bireysel in one move. The distinction matters legally: no prior consent is required to send commercial messages to merchants and tradespeople, but you still have to register those addresses with İYS as tacir and check the opt-out list. Addresses in a person’s name, such as [email protected], count as bireysel and do need consent. The card draws the line itself: use tacir only for corporate addresses such as info@.

Choose the list, select Bireysel or Tacir, and press Apply. Mailsoftly asks you to confirm that the recipient type of every contact in the list will change, then reports how many contacts were marked and with which type.

This card is visible to admins only, because the tacir label is a claim to a consent exemption that applies across the whole workspace. Downloading files and pulling reports is open to the whole team; the one action with a legal consequence stays with an admin. The same caution runs through to the file: a contact with no recipient type set is exported as BIREYSEL. The exemption is never granted by default, only when you claim it explicitly.

Note

Recipient type is set at list level only today. To mark a single corporate address as tacir, put it on a list of its own and mark that list.

Read the pre-send reminder

The moment you most need the three business day clock is usually the moment you are about to send. That is why Mailsoftly puts the reminder at the top of the review before sending window. If you have unreported opt-outs, a strip tells you how many have not reached İYS yet and links straight to the opt-out file. The link opens in a new tab, so your campaign stays where it is.

The strip only reminds you; it never blocks a send. The decision stays yours. It appears on workspaces that see the İYS tools, and only while the unreported count is above zero: download the opt-out file and the counter resets, so the strip disappears until the next opt-out arrives.

With these six steps in place the routine gets simple. You register new contacts with a consent file on a regular rhythm, you download and report the opt-out file before sending, you sync İYS’s opt-out list back, and your corporate lists are already marked as tacir. Your sending list and your İYS record agree, and you hold the files that show both sides.
